Sky liquidations

Sky, formerly Maker, lends USDS and DAI against collateral held in vaults. A vault whose collateral falls below its liquidation ratio is barked: the protocol seizes the collateral and starts a falling-price auction for it. Seismograph counts the collateral sent to auction at the moment of the bark, valued with Aave's oracle in the same block, or with Sky's own delayed oracle price when Aave has none.
